Assessor's Office

The Assessor’s Office strives to ensure that all Pershing County Taxpayers receive an assessment of their property that is equitable.  Each assessment is conducted in accordance with Nevada Revised Statutes and regulations of the Nevada Tax Commission.  We also ensure that each taxpayer receives prompt, courteous and professional service.

The primary function of the Assessor’s Office is to locate and appraise all taxable property within the boundaries of Pershing County .  We then provide assessed values for each property. These assessed values are not allowed to exceed market value. The values of the entire tax roll (real and personal) are then reported to the Department of Taxation and local entities.  It is through property tax that Pershing County is provided the needed funding that provides services to the people within their jurisdiction. 

Property taxes help fund the School District , the General County , the City of Lovelock , the Hospital, Law Enforcement, the Public Library, the Fire Department and other functions.

 

Property Taxes Explained

Property Tax, also known as ad valorem is based on the value of property, both real and personal. 

Real Property Tax-Land, buildings and improvements, which are not normally removable and manufactured homes converted to real property.

Personal Property Tax-All property not permanently affixed to land, such as aircraft, business equipment, agricultural equipment, billboards, etc. and manufactured homes not converted to real property.

 

Real Property

Pershing County has approximately 9,582 parcels.  The Assessor’s Office performs an on-site appraisal of each parcel every five years.  If there is any new construction on a site, the office appraisers will visit that site.  We learn of this new construction through building permits issued by the Planning and Building Department.

The close of the tax roll occurs on December 31st.  The Assessor’s office mails assessment notices to all property owners and also publishes the values in the local newspaper that is then mailed to all property owners that reside in Pershing County . The tax roll is re-opened in January.  This allows for any new construction and administrative changes.  If any changes should occur after the close of the roll, an amended assessment notice is mailed to the taxpayer in June.

Parcel maps are also maintained in our office. Our office appraisers attend workshops and classes to maintain their certified status and to learn of any changes in property valuation.  Law requires this.  There are two certified appraisers in the office at this time. 

 

PERSONAL PROPERTY

The Personal Property records that are maintained in our office include manufactured homes, and other types of equipment such as farm, business, mining equipment.  Each year we mail personal property declarations to commercial and agricultural businesses.  We bill all accounts on a yearly basis.  The Department of Taxation, Division of Mining provides mining and geothermal property information to our office, so that we may bill them on the local level.

 

PROPERTY RECORDS

The Assessor’s office has a database of information in the County’s IBM AS400 computer.  This database includes all real and personal property records, legal descriptions, value and ownership history, exemptions, etc.

We also maintain a complete sales data bank of all valid sales, vacant and improved real property.  A computer terminal is available in our office so that the public may access information.

 

POPULATION, STATISTICS, BUDGETS

The Assessor’s in all seventeen counties provide information to the Nevada State Demographer so that the population of each county may be determined. 

Our office also provides statistical information to other governmental and local agencies. The assessed values that report to the State Department of Taxation is used at budget time since the ad valorem tax is where a great deal of our revenue is derived.

Department of Motor Vehicles

The smaller counties in the State of Nevada have the DMV function in their offices.  A Nevada resident may come to the Assessor’s Office and register or renew their vehicle license.  We provide forms and handbooks for those who request them.
